Baofeng ↔ Retevis Communication Setup
Your Baofeng can hear the Retevis because its receive codes are open. However, your Retevis remains silent because it requires a specific sub-audible "handshake" tone (CTCSS/DCS) to open its speaker lock. You must configure the Baofeng to transmit this tone.

CH.-1. Press the VFO/MR button (or turn the radio off, hold MENU, and turn it back on) until the display shows a raw frequency number instead of a channel name. Manually enter your Retevis Channel 1 frequency.
Wide to Narrow → press MENU to save.
OFF to 67.0Hz → press MENU to save.
OFF, go to Menu 12 (T-DCS), and set it to D023N.
